Ashfield Solutions were instructed to prepare a Flood Consequences Assessment (FCA) to support a planning application for the alterations and extension of Milton Brewery in Tenby. Situated inside the Pembrokeshire Coast National Park, the brewery was in a prime tourist location and natural beauty spot.
Our client had plans to change the brewery into a B&B. This included the creation of three bed & breakfast units, the conversion of an external store into a bike maintenance workshop, and internal alterations to the manager’s accommodation.
As the site lies within an area identified by Natural Resources Wales (NRW) as being at risk of flooding, Milton Brewery needed our support to satisfy requirements for securing planning approval.

Our Recommendations: Maintain a Business Flood Plan
Ashfield’s Flood Risk Assessment Consultants undertook a detailed FCA in line with TAN15 guidance and the Welsh Government’s flood risk policies.
The assessment demonstrated:
- The development would not increase flood risk to third parties.
- Guests and staff would have safe and clear evacuation routes in the event of a flood.
- A site-specific Flood Plan and sign-up to NRW’s flood alert service would ensure resilience and preparedness.
Our recommendations were embedded into the planning approval, including the requirement for evacuation information to be displayed in each letting room and for a Business Flood Plan to be maintained by the site manager.
