An EV charging infrastructure provider required a Flood Risk Assessment to support the installation of a new rapid EV charging hub, including multiple charging bays, a new substation and associated low voltage electrical infrastructure. The proposed development was located within an area of fluvial Flood Zone 3, where detailed Environment Agency modelling identified flood depths of up to approximately 0.8m during the extreme climate change breach scenario. The challenge was to develop a robust flood risk strategy that would satisfy planning and DNO requirements whilst remaining practical and buildable for the proposed electrical infrastructure.
Our approach
Ashfield undertook a detailed Flood Risk Assessment using Environment Agency Product 4 flood modelling, LiDAR, topographic survey information and utility data to understand the flood mechanisms affecting the proposed EV charging equipment. We assessed flood risk from all sources, calculated anticipated flood depths at each individual item of electrical infrastructure, reviewed relevant National Grid and Western Power Distribution guidance, and developed practical mitigation recommendations including minimum installation levels for charging equipment, substations and LV infrastructure, together with additional resilience measures such as automatic electrical isolation during flood events. Following consultation feedback, we worked collaboratively with the project team to revise the flood strategy and update the FRA to reflect the agreed design changes, helping maintain programme whilst addressing regulatory requirements.
